UTSTARCOM SIGNS $40 MILLION CHINA CONTRACT

ALAMEDA - 02/09/04 - UTStarcom Inc. has signed a new contract with China Netcom Corporation valued at approximately $40 million for additional deployments of its IP-based PAS (Personal Access System) and more advanced iPAS equipment in China's Shandong province.

According to the terms of the contract, China Netcom will expand and optimize its PAS platform in eight cities in the province. In addition, the contract includes a core network upgrade from PAS to the company's newer iPAS, based on the Company's Softswitch platform.

"More than 2.5 million people in Shandong have subscribed for PAS service since 1999, and this contract will facilitate more subscriber growth in the future, as well as improve the quality of the service," said a company spokesman.

China Netcom's C-Mode services are currently available in 17 cities in Shandong, with a total number of subscribers at more than 140,000.

Subscribership for the C-Mode service has increased more than 100% each month since early 2003. Average usage per subscriber of the service is approximately 150 minutes a month, which produces a $2 increase to average revenue per user (ARPU) for each C-Mode subscriber.

In addition to China, UTStarcom also has a presence in Taiwan, Vietnam, Thailand, Africa, Latin America, and soon the US. Founded in 1991 and headquartered in Alameda, California, the company has research and design operations in New Jersey, China, and India.
