CALIFORNIA – MEXICO TRADE REPORT RELEASED

SAN FRANCISCO - 03/10/06 - The Public Policy Institute of California (PPIC) has released a new report entitled "Trade with Mexico and California Jobs."

The report - the latest in its quarterly California Economic Policy series - examines the issue of US job displacement and trade, focusing on job displacements that can be traced to expanding trade and investment between the US and Mexico from 1994 to 2002.

According to the report, of the 425,000 US workers certified as displaced during those years, California accounted for about 28,000 - roughly 0.2% of average annual employment.

For workers in both California and the US overall, the majority were displaced because of production shifts rather than imports, the report said. 

Workers certified as "displaced" by Mexican imports totaled between 13% and 16% of all US workers certified as displaced by all imports. They totaled about 3% of all workers displaced in the US for any cause, but 11% of all job displacements in manufacturing.

In addition, it said, workers displaced as a result of economic integration with Mexico tended to come from low-wage industries

The report - authored by PPIC Research Fellow Howard Shatz - also examines trade adjustment assistance programs, which attempt to mitigate the costs to workers affected by increased economic integration.

Shatz finds that such programs "have room for improvement" and concludes that new reforms might include "expanding the definition of workers affected by globalization and changing benefits to include wage insurance, in which displaced workers who take a new job at a lower wage would receive temporary additional payments to make up for part of the lost wages."

GOOGLE BELGIUM TAKEN TO COURT

BRUSSELS, Belgium – 09/20/06 – Internet search engine Google has been ordered to cease reproducing articles from French-language publications in the news sections of its Belgian website; the court order threatens the company with a fine of $1.3 million daily if it does not comply.


NEW OAKLAND INTERMODAL FACILITY PLANNED

OAKLAND – 09/11/06 – The 425-acre former Oakland Army Base will be converted into the Port of Oakland’s newest intermodal rail yard under the terms of an agreement reached between the port and several local and state government agencies; the planned OHIT – or Outer Harbor Intermodal Terminal – is expected to significantly reduce container transfer times, increase throughput, and reduce truck traffic in and around the port when completed within the next several years.


INTEL MAY LAYOFF THOUSANDS
