FINEGROUND NETWORKS OPENS NEW EUROPEAN OFFICE

CAMPBELL - FineGround Networks has said it will be increasing its global reach with the opening of a Europe-Middle East-Africa (EMEA) regional headquarters in London.

The decision to open the new office was motivated by an increased demand for the company's monitoring and automated optimization products in the EMEA region and the need for a local presence to better serve customers and resellers, the company said.

FineGround provides a suite of products that transparently monitor and optimize performance of enterprise application infrastructure. The company enables enterprises to unlock the value of their IT investment by providing optimized performance of critical business applications.

The end-to-end performance optimization and monitoring solutions require no changes to applications, servers or network.

The company's clients include AIG, Royal Mail, Sun Microsystems, and the Whirlpool Corp. Backed by New Enterprise Associates, Worldview Technology Partners and private investors, the FineGround team is headquartered in Campbell with international offices in Hong Kong, as well as London.

FRANCE TO GET FIRST "VIRTUAL" MOBILE PHONE OPERATOR

PARIS - Germany-based Debitel is set to become the first 'virtual' mobile phone operator in France, offering its services over a competitor's existing network, according to the company and its French partner SFR SA.

Virtual mobile operators buy in bulk time and data on the networks of other operators that they in turn market themselves.

Debitel has a contract to use the networks of SFR, which is owned by California-based Vivendi Universal and Vodafone, for nine years.

Since the last few weeks, the French government has been encouraging the existing three mobile operators, SFR, France Telecom's Orange and Bouygues, to lower their prices and open their networks to virtual operators.

French Industry Minister Patrick Devedjian said he considered it a "realistic" target to bring in two more virtual operators to the French mobile phone sector before the end of this year.
