US authorities have charged a Taiwanese citizen living in California with taking computer chip design information from a San Francisco-area high-tech company and e-mailing it to a potential rival in Taiwan. The US Attorney for Northern California has alleged that Shin-Guo Tsai took data sheets from Volterra Semiconductor Corp. and sent them over the Internet to a potential competitor on Christmas Day of last year. Federal Bureau of Investigation agents arrested Tsai, who has permanent resident status in the US, on charges of transporting stolen property abroad, a crime that could bring a maximum penalty of 10 years in prison.  Tsai worked for Volterra, which completed an initial public offering last year, from July 2002 until February of last year, when he announced he was returning to Taiwan to marry. The complaint, filed in US Federal Court in San Jose also alleged that Tsai had been in contact with the chairman of CMSC Inc., a Taiwanese start-up company that it said was involved in the same business as Volterra. China has set a new threshold for 3Gmobile phone makers with the recent release of the verification and approval system on mobile phone manufacturing. Beijing mandates that manufacturers must present their applications and obtain approval before producing and selling mobile telecommunication equipment and mobile phones, including 2G and 3G switch equipment, base station equipment, and cell phones. As it stands, domestic and foreign mobile phone makers are preparing to make forays into the Chinese 3G market. Konka and Lenovo have reportedly already launched their new 3G market strategies. DBTEL, Huawei Technologies, and Hisense will also make investments in 3G market. Japan's NEC aims to be the biggest one in the market, while Motorola and Nokia will also make efforts to expand their already commanding marketshare.
